I don’t really think that criminal charges should occur, he should just lose the plane.
If wildlife agents can take away your bass boat for keeping one fish of the wrong size, then certainly landing on a golf course without an emergency should warrant losing your plane—or just let the course charge a $10,000 landing fee.
