Far too many people have never cracked this book. You should get one. It’s cheap. And necessary.

I have a note to load up my bag with my older copies - they are so cheap, that I usually carry one current copy in each bag (carry and cart)- so I have two copies of every year for at least the last 3-4 years. There are not that many changes, and lately I have found a need to throw something at some cheaters, and I figured a USGA rule book would be a good thing to throw. It throws well for a book, won’t hurt that bad (unless I hit them in the eye) - and maybe they might just read a page or two.

you are right, the book “throws” better, but I downloaded the mobile iPhone app from the USGA…new edition. the app has the decisions on the rules included. I thought I was pretty good with the rules…have since learned otherwise. The decisions are fascinating.
can’t throw the phone so I will have to carry copies too.

Rule 33.3 - is it open to interpretation or is it non-negotiable?

At my club, 33.3 would be non-negotiable after the groups and times are set, but requests may be made in the days before they are set.
For the area golf association, there is no such method to make a request. The starting tee times and days are announced before the tournament, if you sign up, you can be assigned any starting time from there until the last group goes off and you are expected to show and play. Absence would be a DQ.
I have not heard of an amateur (and especially pro) tournament where once the times were assigned that a player could make a later adjustment.

I will make this adjustment though- our club plays a bracketed match play over a number of weeks. In any one particular bracket, there is an ending time posted. The pros will make exceptions after these are posted if there are work or vacation conflicts which cause a particular match to be delayed for a reasonable time. My feeling is that this should be up to the competitor having to wait, but my club leaves it up to the pro (committee).

At my Club competitors are allowed to chose their own starting times and
playing partners. A question on the Rules was raised as follows:
Q. May a Committee permit competitors in a stroke play competition to
determine their own groupings and starting time?
A. Yes. Rule 33-3 does not prohibit such an arrangement
This comes across as very peculiar and raises two further questions:
1. Why bother with the Rule in the first place.
2. If situations that are not expressly excluded are permitted then one
could have a field day with the entire Rule Book
